my sister in law used DHL to send me my marriage certificate. .  got here in 2/3 days from Punta cana to North Dakota. .

Siblings do not carry as high of a classification as a parent or child. It would be much, much faster to get her mother here first and then have the mother file a petition for her child. The process will take around a year to get the M.I.L. here, then she for her minor child will take likely less than a year being a minor. If your wife filed for her 10 yr. old sister, it could take as long as 5 years. The time frame may be a bit shorter now than a few years ago, but it won't be by much.  But, to answer your question, yes an I-130 for each.

D-mo

I will have to agree with her, it will be easy for your mother-in-law to visit you in Miami as your fiance' have her US visa, but there are some instances wherein they are also being rejected. As for your sister-in-law you need to ensure that she has work way back home for them to believe that she's only on a vacation. But I guess at the end of the day, it always depends on how you will carry yourself in the interview.
