My works insurance is giving me 30 days to prove my wife lives with me. I need a bill for our house in her name. How do I do this without having her social security card yet?

Get her a cell phone contract, and have them give you a copy of the contract that shows billing address......... she's gonna want a cell phone anyway! lol

I never heard of an insurance company asking for proof that a wife lives with her husband. A copy of your marriage certificate with a translation should be enough. If they are claiming that you need "proof of a qualifying event that occurred in the last 30 days", then you can add a copy of your wife's passport with the visa and the stamps showing when she entered the country. Immigration should count as a qualifying event.

This should really be enough for them. If not, I think I would ask to speak to a person at the insurance company that has some common sense.

He could also try the welcome letter from USCIS or the envelope the green card came in. It's from an official U.S. government agency.
