Hello all,

DO we have to wait to start bringing her mother over till she has her citizenship or can she start it now while she has her 10 year green card.  She is excited to bring her mother over but didn't want to wait till we have the citizen.  Some of her friends from New York are telling her you just need to be a resident to bring people over.  Any help
