K1 is NOT a good option in any sense. You'd be better off just doing resident visa which requires the minimum of 6 months per year inside the states.

The only site to get an application is USCIS.GOV

Hello hope all is good!
I am currently in the United States and my fiance is in the Dominican Republic. I plan on going to the Dominican Republic to marry him but wanted to know what I need in advance in order to marry him over there. Also how long would it take after we marry over there for him to come to the states. Thanks in advance

It's best to have you SO ask the Justicia that will perform the ceremony what is required. DR Government does have set requirements but not all Justicias go by that. Normally, You need Single Status letter, Apostille Birth Certificate, Divorce Degree (if you have one), ID and translations.
As far as filing a petition, the process takes about a year +\- a couple of months.
