NOA 2 received approved, case sent to NVC

So my wife's i130 has been approved back on the 6th of June and was sent to NVC the 18th. NVC as of today (July 1st) is processing cases from the 12th of June, so I should hear something back hopefully soon with the case number. My question is, the whole NVC process. It states that she will receive a packet? Is that actually true as the DR isn't known for postal service? Also can I act as the agent and sign the ds-260 and other forms. She is not very tech savvy and I would like to just do them for her. I have all of the supporting documents and financial stuff ready with AOS cosponsor ready to go (since I don't make enough).

November 2018 - Sent i130
December  2018 - received NOA1 RECEIPT
June 2019 - NOA 2 Approval Received
June 18th - Case sent to Department of state (NVC)

The packet is all electronic.  You just have to fill out forms online and upload documents.. tell her to get her police certificate

You can file the DS-260 yourself after choice of agent is done. It's not likely that she will receive anything. They do still send things through Dominican Mail, but almost never arrives at it's destination. The best she could do would be to visit the closest local post office to her and see if anything is there. You'll probably want to call the NVC to get the SDO number (NVC case number) to complete the steps. And yes, she will need to get a police report (acta de buen conducta).
