My friend was granted a 10 year visa for religious purposes. Does anyone know if she is allowed to visit other countries (like Mexico)?

This was probably a tourist visa. I am sure it doesn't give her the ability to visit anywhere other than here. Even LPRs have to have the correct visa to the country they want to visit. A visa for here is only for here, not anywhere else.

Tim is correct, a tourist visa only allows entry to the United States, ALL other countries that a Dominican Citizen wishes to travel to, they must apply for a visa to that country.
Any travel agent within the Dominican Republic can advise them on the type of visa required for each country

She would need to go to the Mexican Consulate and apply and check the requirements

They will most likely not be as strict as those required fo rthe US .. but she needs to be prepared to submit a petition for tourist visa and all needed documents

Cost is about $25 US, but her visa here has NOTHING to do with it. She would have to apply as a Domincan citizen and meet all the requirements.

I can tell you this abut the Mexican consulate here in SDQ, they give visa's on a first come, first serve basis
You need to be there very very early to get in
