Is it necessary for our significant others to have a passport prior to being approved for a visa?

Not too sure if it's mandatory so I'm trying to get some clarification... Afterall, I've had a passport since 3 months old... I'm not too sure if it was because my parents actually knew I would be flying and needing one or just one of those things that you have to have like a social security number/cedula...

It is not necessary at all.  But now that you are in the process of petitioning for her I would have her get one.  It will become necessary when she get's her interview date because they require it at the Banco Popular (when getting the famous reciept), Clinica Abreu (Medical), and finally the Consulate.
