"Administrative processing" at the consulate - what is this?

Hi there gang,
A friend of mine applied for a work permit through USCIS and was approved. When he went for the appointment at the Consulate, they told him that all of his papers were in order and everything looked good, except they gave him a letter saying that they couldn't give him the visa right away because they need to conduct more administrative processes, and checked a box on the letter saying that he should await a phone call from the Consulate.
The officer was very positive and said that there's no need to worry and that he'd get a call in 1-2 weeks. That was 12 days ago, and he's getting nervous because he was supposed to start work at the beginning of September (the work permit begins Sep 1) and actually has a flight booked to the States next week, on Sep 4. He's tried calling the Consulate to get a case update but they are very cryptic and only say that it is some kind of internal State Department processing and he must wait.
Anyone have an idea of what's going on, or how he can get them to expedite this process and get an answer in the next few days? Who can he speak to? Is this standard procedure? He was told that normally you get accepted or denied right away at the time of the appointment, so he figured it would have happened right away and he would have received his visa by now. If anyone could shed some light on this that would be great.

Being put on AR could be done for a variety of reasons. Usually means that they need to do some more background work on the case. As far as actual times it all depends on the individual case. Some of the members on this site have been on it and they have lasted from 2 weeks up to a year. Have your friend continue to try to contact the consulate.

My interview was on 7/23/2008 our case was approved but placed under administrative review and they told us it can take UP to 6 months!! We are hoping any day now we get some good news but not yet we have 5 months to go!!!

As I found out thru DTTUSA it was a name hit so we just have to wait for it to clear with US and once it clears they will notify my hubby!! We paid the domex fee the day of the interview so I guess they will just
mail him the package. Thank you for your concern and we will just wait patiently GOOD THINGS COME TO THOSE WHO WAIT!!

so i assume having a weird name lowers your chances of getting a name hit? my wifes name is Nairobi(which isnt that uncommon in DR), but her capesino dad misspelled it on her BC and it says Nairovil. a minor problem that we will correct when she eventually gets her Citizenship, but i imagine there are few Nairovil's in the country.

I believe Dori had the same problem when they went to their interview and was put on A/R. Than I think they had another problem at the airport with the name hit. Just be alert if that happens.

Sorry, but i still don't understand the whole name hit thing... dont they take all ten fingerprints... wouldnt that rule out a criminal with the same name... just a little foncused...

They do take full prints of all ten fingers. There is identity theft which happened to Dori's husband earlier this year...

You may not be aware of this but there is still not one big fingerprint database, there are several. they will only check certain ones UNLESS your SO has the name of a big crime figure or something. Then, they have to check to make sure your SO is NOT that person by checking more databases and doing other checks. Can't you see that they don't want to let known criminals back into the country?
